What is the Kaizen Report?
In 2017 Southwark Council commissioned Kaizen Partnership and Social Engine to carry out a review of resident engagement in Southwark. The review asked just over 1000 people for their feedback on a satisfaction of Tenants and Homeowners Council, how well Southwark Council compares to other housing providers, whether current structures provide good value for money, how tenant and homeowner engagement could be improved and what it could look like in 5 years time.
The report asked very closed questions and over a quarter of responses were from residents who do not reside in council owned properties.
What has happened since the Kaizen Report?
After the Kaizen Report everything went quiet for a few months. Until last month when Southwark Council informed the Homeowners and Tenants Council that they putting a “Resident Involvement Co-design Panel” together.
This panel will:
Review the coverage and operation of tenants and residents associations Review the role and operation of Area Housing Forums, Tenants Council, Homeowners Council Review the management and use of the Tenants and Homeowner Funds Review the management of TRA halls
The panel will consist of:
1 x Homeowner Council Representative,
1 x Representative from TRAs (not involved in Tenants or Homeowners Council),
1 x Representative from MySouthwark Homeowners Board,
1 x Representative from Youth Council
= 4 with prior knowledge of existing structures
5 x people with no knowledge of tenant and resident voice structure
3 x Council officers
The Panel will:
-Review the coverage and operation of tenants and residents associations
-Review the role and operation of Area Housing Forums, Tenants Council, Homeowners Council
-Review the management and use of the Tenants and Homeowner Funds
-Review the management of TRA halls
What could this mean?
Resident Involvement Reviews have been sweeping London. In other borough such as Lambeth and Walthamstow reviews have resulted in halls being closed and tenant voice restricted. We are concerned that people will be deterred from assembling and directed to go online to raise concerns.
Tenants and Residents are tired of not being seen as people with expertise.
